If you are unable to apply digitally, you may submit your application by post. Please complete the application form (PDF), include all necessary attachments, and send your application to: Fjellinjen, Postboks 459 Sentrum, 0105 Oslo.

You fill out a paper application by hand and send it by mail. Remember to fill in all fields and attach all necessary documents. We cannot grant an exemption until all necessary information and documentation has been submitted.

If you are applying on behalf of someone else, you must have a written authorization (Power of attorrney-form) from the person you are representing. If you are submitting your application by post, please include the authorization with your application.

The processing time is typically about 1 week from the date we receive a complete application. You will receive a response to your application by mail.

This must be included as attachments:

  • Disabled parking permit: Photo/copy of the front and back of the disabled parking permit. (See example here: Front page og back side)
  • Documentation showing that the AutoPASS agreement is in the same name as the applicant/holder of the card. NB! It is important that the applicant's name and tag number are stated.. (example)
  • Copy of the decision regarding the disabled parking permit from the municipality. (Example)

Are you applying on behalf of a child?

  • If you are applying on behalf of a child under the age of 18, you must also provide documentation confirming parental responsibility. This document can be downloaded from Skatteetaten (Norwegian Tax Administration) (link).
  • For children under 18 years old, exemptions can be registered for 2 vehicles. The agreement can be in the name of the parent/guardian. When the child turns 18 years old, a new AutoPASS agreement must be drawn up in the name of the person granted the HC card, and HC exemption must be reapplied for.

Are you applying on behalf of someone else?

  • If you are applying on behalf of another person, such as a friend or family member, you must also include a power of attorney form. You can download it here (link).
